Cannot use blogspot!?

It is certainly a very annoying situation... I couldn't access blogspot (not even mine) if I surf Internet in my home. Now, in the office, as I am using a proxy somewhere in France (I believe so), that's why I can post this message. What happened? I know before coming here, Bloggers is blocked in China, but now again???
